Associations, Committees, Boards and Agencies

The myriad "independent" boards, asocciations and committees control the very essence of horse racing in North America.
When you start looking at the membership of these various entities, it looks like a West Virginia family tree. The incestuous
relationships between these entities is appalling - a select few control horse racing. Before I can start really going through
who is where, you need to be aware of the major players and who controls them:

Thoroughbred Owners and Breeders Association (TOBA)

“The mission of the Thoroughbred Owners and Breeders Association is to improve the economics, integrity and pleasure of
the sport on behalf of owners and breeders.”

The Jockey Club

as well as Thoroughbreds imported into those countries from nations around the world that maintain similar Thoroughbred
registries.”
